The Parks & Recreation Director is responsible for the development, operation, and overall management of the City’s comprehensive recreation program which includes planning and oversight of outdoor recreational programs and activities, development of the trail system, and management of the RV park. This position coordinates with other community organizations to ensure maintenance and upkeep of Pikeville’s parks, trails, recreation facilities, City grounds, and public open spaces.   The Parks & Recreation Director must function with a high degree of independence and utilize sound professional judgement, demonstrate planning and organizational skills, and establish priorities and community programs.

Required Education, Certification, & Experience

  • A valid driver’s license
  • High school diploma or equivalent
  • At least five years of experience overseeing a recreational program, event operations or management preferred
  • Bachelor’s degree in Recreation Management or related field preferred

Required Skills & Abilities

  • Excellent interpersonal skills for establishing and maintaining effective working relationships with staff, other departments, elected officials, the media, and the public.
  • Highly effective teambuilding and leadership skills including consensus building to resolve conflicts, negotiate agreements, and gain cooperation among different interest groups.
  • Excellent strategic planning, organizing, and time management skills.
  • Work independently under general policy and strategic guidance.
  • Identify potential problems and make necessary plans for corrective action
  • Strong written and verbal communication skills including public presentation skills
  • Interpret, explain, and apply complex guidelines, codes regulations, and policies.
  • Frequently operate a computer and other office machinery such as phone, keyboard, and fax machine.
  • Must be available to work a varied schedule to include nights and weekend work.
  • Must successfully pass a background check and drug screen.
